The brit government always say it will not negotiate or do deals with terrorists?

yes there should be peace in ireland and i pray that will happen, but how do the familys both english and irish deal with the fact that their loved ones who were killed by the ira, and other paramillitay groups now power share. yes i do have relatives who were killed, yes i do forgive but cant forget,so does terrorism pay?
